Per domain, banded by subpage count. The free tier stops at 50 subpages on one domain, and the paid bands step up from there to 350, 3,500, 7,000 and above. Their own documentation is explicit that a monthly scan finding more subpages upgrades the subscription to the next band automatically.
Per site, flat. A site with nine pages and a site with ninety thousand cost the same, because the work we do is per visitor decision rather than per URL. Nothing rescans your site and moves you up a tier.

It is IAB TCF certified and we are not. If you sell programmatic advertising inventory and your ad partners require a TCF string, that is not a preference, it is a requirement, and Cookiebot meets it. It has also been audited and deployed at a scale we have not reached, which is a reasonable thing for a large organisation to weigh.
Agencies and site owners whose sites are content-heavy, where the subpage count is what makes the bill grow rather than anything about the traffic or the tracking.
Not directly, and no honest tool will tell you otherwise: a consent record is evidence tied to the banner that collected it and the policy version shown at the time. What you can do is run both for a fortnight, keep the old records for the retention period, and let the new ones accumulate. Consent is not retroactive either way.
The approach differs. Both hold third-party scripts until a visitor chooses. Attesso prints its runtime at the earliest point the page allows and holds anything it does not recognise, rather than working from a list of known tags, so a pixel added next month is held on the day it appears.
One line in the head, and remove theirs. Nothing else on the page changes.
